Where the girls shall be happy to dance makes me think of dancing girls which makes me think of Las Vegas. So maybe the place you need to go to is "The Strip". Or it could be a strip club. Normally one might think it a disgrace to go there, but in the case of the strip the hunt is talking about, it isn't. So offhand I'm thinking maybe they're talking about a trail which is like a strip and you need to avoid the rough by staying on or close to the trail.

The Dakota Indians settled at IM, but I don't know if they had any connection to BC.
The only reason I don't mention Phalen, is because I don't know too much about that park. I am however, quite intimate with como. Seems like I spent an eternity there last winter
I'm with brass - They didn't mention golf course in clue 1 (which they always do) to make you think it may not be at a big park...now they are throwing it in there to give us a hint. "Don't look in the rough" is too obvious for it NOT to be a golf course, i think.
