What about town square park. Can any of this 'stuff' be seen from inside this 'indoor' park, through windows, etc? IE. can you see metro state tower building or bank building.
What about harriett Island?? it is south of St paul so you have to look to the north? Or any park north of St Paul.. and looking in the general direction of St. Paul to see the towers....who says you have to see down town just look in that direction?? Just noodling.....

problem with Highland: It's way, way too obvious. They could be tricking us with some reversal thought process, but Highland IS the first place everyone thinks of when they use towers as a clue.
