the people we refer to as spotters work for the pioneer press. they scout out the hiding spots, as well as other popular locations, even if incorrect. that way mom press knows when the medallion's been found. traditional attire includes dark clothing at nite, binoculars, lots of high tech communication equipment, sunglasses, etc. or at least that's the conspiracy theory of the day.

An article in the St. Paul Pioneer Press in the 1970's stated that the treasure was hidden by two couples known only as Mr. and Mrs. X and Mr. and Mrs. Y.
It is unknown who or how many people are involved in the clue writing and hiding process for the modern day treasure hunt. It still is one of the best kept secrets in St. Paul.
