Nowhere in the article does it say that the votes are being counted by Democrats alone; however, given the GOP's current hostility toward vote-counting it's not an unjustified assumption -- but you made it, not me.

The article clearly states:
State law requires a machine recount when the margin is less than 2,000 votes.
The article does not indicate if the law forbids hand recounts.
Without reading the actual statute in question, it's mere speculation.
