Sorry i had to miss zeph's press conference. Real life called this morning. I'm starting to doubt the shelter is the far one. I'm thinking it's the real one. I like the the trail through the trees' thing that cocorosie said though. Also after that you get the next giant trees with the boken tree branch and the huge mushrooms on it. I can find 2 different places where a skier was up in the woods.

Efforts by neighbors who love an asphalt-covered overlook in the southwest tip of St. Paul will result in a landscaped spot with public art that recalls Minnesota's and St. Paul's history.

About the only thing that will not change in the redo of the overlook near the entrance to Crosby FarmNature Area is the view. That will still include the confluence of the Mississippi and Minnesota rivers, Pike Island and Historic Fort Snelling.

What the $270,000 project will add are explanatory maps, stainless steel panels with historic themes, a blue path that represents the rivers below and carved rock benches.

"This is the nicest overlook in the city, but it is probably the most underutilized one," Shawn Bartsh said.

Bartsh lives two blocks away and is on the Highland District Council. About four years ago, she and others began planning to improve the overlook, built in 1965 by the Minnesota Department of Transportation, which was building a four-lane bridge as an extension of Minnesota 5 (West Seventh Street). The 1965 bridge replaced a 1914 span.

In the process of building the bridge, the route of the road was altered -- it used to go between the buildings at the fort -- but instead of tearing out the old bridge support on the St. Paul side, the state put a 31/2 -foot stone wall around its top and created an overlook.

At about 30 feet by 45 feet with a rough asphalt surface, it looks like a parking lot.

Bartsh said it is hard to find the overlook unless you bike, jog or walk past it. There are no benches, no amenities, such as a drinking fountain, or trash barrel.

But it does have the view.

The view is not static. Eighty feet below, the Mississippi River rolls along, boats motor up and down the river. On the horizon, airplanes are landing at and leaving Minneapolis-St. Paul International Airport.

Traffic buzzes along the Minnesota 5 and Mendota bridges, all of which add to the overlook, said Bartsh.

Money to make the place more attractive and usable -- a water fountain for people and dogs, for instance -- was hard to find, but after several years of searching, Sally Couser succeeded.

She is a member of the Highland District Council who wrote a grant proposal to the Federal Highway Administration and got $150,000 from a National Scenic Byways Program.

The city kicked in $90,000 and an anonymous Highland Park resident donated $30,000.

Couser said the amount made it possible to do more than just clean up the overlook. It could be redesigned.

With the help of artist Philip Rickey and city landscape architect Jody Martinez, plans for the overlook now include elements that are "another way to help understand the environment you are seeing," Couser said.

These include three 6-foot panels with cutout areas that cast shadows reflecting themes of the area: its importance to American Indians; its flora and fauna, and its importance to the immigrants who came here starting in the early 1800s.

There will also be 8-foot carved stone "sentinels" at the two entrances to the overlook. Its surface will be mostly colored paving stones along with the blue schematic of the rivers.

The schematic is based on an 1896 map that shows the main channel of the Minnesota River flowing on the north side of Pike Island -- now part of Fort Snelling State Park -- although today it flows on the south side.

Martinez said bids on the project will be opened this week, with the work to be completed by Aug. 1, 2003, if not sooner.

Although the new overlook will be visible from the Minnesota 5 bridge, a separate but related project may be more noticed. It is a $150,000 curved stone wall designed to mirror the round tower of Fort Snelling directly across the Mississippi River.

The wall -- paid for out of the city's capital improvement budget -- will rise about 20 feet above the roadway and say "Saint Paul" to traffic coming in from the west.

"This is the southwestern gateway to our city, and the wall will enhance the entrance," Bartsh said. It is expected to be finished by next year.

This is becoming increasingly frustrating (but still fun in a sadistic sort of way).  Everytime we think it's Crosby, there are more reasons to suspect this to be a big deception.  I don't ever remember being so sure and so doubtful at the same time during past hunts.

By the way, I liked someone's earlier idea of eagle/dove and war/peace.  I think I'll noodle that a bit.
