Ok, I've got it. Its in the fountain at Rice Park.

Go through the cold (the ice sculptures)

and prepare to be bold (climb over the fence around the fountain)

Or you won't find the secret item (whatever it is attached to)

Our beloved St. Paul is the place for gold (Rice Park is full of golden lights).

Dig elsewhere and you'll search ad infinitum (Don't dig outside of St. Paul)

Last year at Newell our fate was most cruel Unfortunately the game ended too soon Come now and prepare for a much tougher duel (dueling with swords is FENCING)

Keep on your toes or you'll hunt until June (you'll have to be on your toes as you climb over that fence, not to mention that you might have to escape the cops as well to avoid ending up in jail until June).

Regarding your 2nd line there Jake, even if you believe in the power of psychics, they're still not right all the time. Even the most famous ones make a lot of wrong predictions. Its a very inexact thing, even for those who claim to be proficient at it.

I seem to recall an old legend my grade school teacher told me about.

You see,back in the day there was a very famous ballerina that fell in love with a pirate.They would sneak away at Como Park. One day the ballerinas ex boyfriend that was a great fencer caught them and challenged the pirate to a duel.It happened right there in the frog pond.

Yes, all my theories so far have been jokes. I think all its really telling us is that the thing is not in a park (Capitol Mall, Rec Center, somewhere else?) and possibly that the clues might be harder, but maybe more precise as you won't find it without first solving the clues. Maybe.
