My initial thought is that the He in the first paragraph is their departing editor- especially since the second stanza is so obviously newspaper related.
That's exactly what I was thinking-- this just seems like the Deborah Howell or Palin clues of the past 2 hunts. And I believe the CW would have had to been aware of that impending departure before it was announced publicly last week.

Before electronic page setting, fonts were set up for pages by hand using molded lead characters. "p" and "q" look very similar, just mirror images of each other. They'd tell the type-setters to "mind your ps and qs" in other words, don't get them mixed up or print the wrong letter.
Obviously, the other references (morning deliveries, carriers, circulation, etc.) would also relate to newspapers. Seems to refer to a newspaper mogul or editor from the past.
Agree swapping the order of Q and P in clue was simply to make it rhyme. And a little ironic since that's what the whole expression is about anyway-- how they can be easily swapped.

Ittiz - there was a documentary done - No Time for Cold Feet. That story ended up in the documentary and my daughter now all grown up was filmed with a replica of that ear protection.

I think the Qs and Ps thing has to do with the rhyme.
It would make sense with the timing of the deed is done video/hiding the puck. waiting for the print version of the paper to use for the puck.
