my 2 cents on what witner allows and summer forbids: keep it simple. winter "activities". sledding, skiing, maybe ice fishing.
if they're talking about sledding, this clue was a waste. could be anywhere.
skiing on the other hand brings 3 places to mind: como, phalen, and bc. since the trails at como and phalen are on the golf course, that kinda leaves bc.
It could still be talking about Como and Phalen if they actually have cross country skiing at the park. Just can't dig there. Also, do people use HF for cross country skiing?
Highland also has cross country skiing on the golf course. Forbidden in summer, allowed in winter. Doesn't have to mean look on the golf course, just there is one.
If that line simply means "winter activities", it is indeed useless. The ice climbing is a great idea. Skiing on a golf course is a good idea.
I'm less keen on the idea it means a lake with ice. Nothing stopping a person from swimming in the lake, really, or walking up with a canoe. They have paddle boats for rent in Como--there is lake access in that sense.
If we want to take "forbids" literally, ice climbing at Crosby or Lilydale is a good bet. You need a permit to do it legally and the permits are only valid Nov 1 to Mar 31.
Also, in that article above they even make a tidbit about Lilydale:During the warmer months, the Lilydale Regional Park is a wildlife oasis in downtown Saint Paul. During the colder months though, the park turns into an ice climberÂ’s dream
Came across these two artifacts while looking up activities in Crosby:
We will walk along the paved forest trail of Crosby Farm Regional Park, to a beach of soft sand on the Mississippi River. Kids will love testing their skill and bravery as they climb the bent-down-low trees in this area. Exposed tree roots offer many other places to climb and hide. Afterward, we'll cozy up to a bonfire at the pavilion! Meet at the pavilion in the first parking lot.
Well that and it's reputation for being a bit of a pickle park.
I remember the first few years I started geocaching. That park always gave me the creeps. Mostly for the clientele parading their cars around the parking lots..
Granted, they have done a lot of work on it in recent years to make it better.

Does the semi colon used in the sentence "ride a bike; exercise the kids." mean that these two things are independent clauses or are they linked?
Apparently it could be either with a semi colon???
It feels like these two are being linked as they are closely related.
Thus the riding of the bike could be the exercise activity for the kids.

EDIT: This was actually in the news back in Dec. http://minnesota.cbslocal.com/top-lists/best-places-to-ice-climb-in-minnesota/

They provide some funding for all the county regional parks.

political activity a few years back. Many a lunchtime or
late night caucus was interrupted by St Paul's finest
due to a lack of necessary permits.

Well read this reporters info. He happens to work for the PP, and he just posted this photo 11 days ago.
EDIT: Scroll through his photos...very interesting the things he covers!
He even has Winter Carnival photos of recent events and Ramsey county items.
THAT's why my caches have been disappearing!
Remember that night we made a snowman in BC? during Davids hunt?
