Wheelock Whitney was used in 73 if I recall correctly. That doesn't mean they won't find another Wheelock to form a clue around. The street isn't going to move...so it still borders parts of that park.
There was a Wheelock Whitney clue one time it was out there. I don't have my book in front of me. So see....that's already two clues to lead to the same street.
Keller park which is part of the Phalen park is in Maplewood. That part of the park is at the intersection of Highway 61 and Highway 36. The part of Phalen that is in Saint Paul is at Wheelock and Highway 61.
The city limit line is Larpenteur! That leaves 3/4 of Phalen in the city limits.
In my "Parks and Public Places in Ramsey county Book.....The book is put out by the Parks and Rec Board.... It lists PHALENAS A CITY PARK.
1982 Wakefeild Park (maplewood had all the trouble.... Thats when some fool came into the park with a chain saw to cut down a tree! LOL
(one of the tees is also an excellent sledding hill, and is across Montreal from the non-golf course portion of the park. Montreal, additionally, is a big downhill drive.)
I like that it's a large park, and I'm really more comfortable being there after dark than I would be in some other parks. Could be a good place to hide it in a year when more people than usual will be hunting for the treasure.
I'll be digging there until the next clue comes out.
"Won't get caught" (#1) - Refers to Ramsey County Jail "Flying down (the) hill" (#2) - Refers to the ST. Paul Airport "Golf Course" (#1) - is meant to throw you off - they wouldn't narrow it down to 3 parks (Phalen, Como, Highland) on the VERY FIRST CLUE.

Storm, YOU BETCHA!!! We live, eat, breathe for these 12 or so days each year. All udder life comes to a standstill. I'm usually totally clueless and in the dark, and read WAY TOO MUCH into even the punctuation, but man, I tell you... I HAVE THE BESTEST FUN!!!!
Brad, I love that idea!! I want one too. And, Storm, the frog pond is at Como. You can commonly see people digging there year after year, no matter what the clues are. Actually, it should be initiation into the hunt.

THE next year the treasure was hidden in Phalen 1983....... I remember the clues all pointing to Phalen that year and no-one was at the park because they thought it was a Maplewood Park.......
Clue 10 that year was : If in school you get all F's This is what you're doin' But play your hunch, pack a picnic lunch And go on with your clue-in.
Then the Park was loaded with people.... So if Phalen was a Maplewood Park it would not of been there in 1983.....But I think so far this year HIGHLAND.

Just a suggestion-the 2nd clue seems to have a gambling element to it, "winning", "action" (slang for gambling-ask Webster). There is a Nevada street that runs into Como. I don't know if it's saying stay away from Como or just that part of the park. Again, just a suggestion.
Step - the last three years ('96 thru '98) the first clue explanations were nothing. But in '91 thru '95, the first clue had two or three things in the explanations that could be pulled from it.

There used to be a workhouse on the grounds of Como Park. It was often part of clues in the past before it was taken down.
Highland does have a police station on the grounds.
