Triangle Park was built in 1996 and is new. Remember, out with "old (park) in with the "new"(park) Newell was too obvious! So I would say:

located. I called about 2 hours ago. Triangle Park goes with clue 8. The "Transclucent" part. WHAT DOES EVERYONE THINK????????

Translucent means transmittinglight but diffusing it sufficiently to cause images to become blurred.

Capitol Dome - glowing (translucent?)
Highland - old water tower, glowing steeple of Gloria Dei Lutheran Church?
Phalen - glowing steeple of Gustavus Adolphus Lutheran Church
