I'm looking back at scrounging through sticks and cones. It seems now that there's an obvious answer to that. It's on the ground under a bunch of sticks and pine cones. So probably in an area with some pine trees.

Nevada has an unofficial motto of “battle born” appearing in its flag. And is officially known as the silver state.
Nevada Ave runs through a few parks, but does link up with cats worth NE of lake como.
While that area is by the golf course there’s a wooded area outside of it I might poke around in a bit.

cap and gown = Oxford
"A bomb" should be a-bomb = Nagasaki rd
diamond in rough = Argyle
"A hill" is ChurcHILL
prattle = CHATsworth
battle = Midway (continuing on the WWII themes)
liberties and rights = Lexington (revolutionary war)

There is a school there (cap and gown?)
There's a chain link fence around the tennis court.
Meet your match could be a reference to the infamous "Marry 'em" clue from 2002.
There are softball diamonds there.
And definitely a hill.
Not a perfect theory but something to ponder.

Strap on your glove, look up above- it literally says 'look up above', no 'and' where the comma is. Maybe a red herring? Who s(trap)s on a glove?
For an object ripe for the catch- this line changes if the 'look up above' is a red herring, also ripe= (pier)
