"by another name" could this be a reference to Shakespeare? "A rose by any other name" Rose Ave. is right near the grouping of streets previously mentioned. The Queen song would be Victoria "Killing it" would be N Kilburn
Also, parking the car, street references in the Queen song, and the sidewalks of New York all make me think they are trying to get us to look at street names. Maybe I'm just too zeroed in on Como though.
That seems pretty obscure about Ragsdale. Map Guy makes sense as the person they're talking about, but do they really mean to give us the park this way? And you're right that it doesn't seem to fit the other clues very much. Maybe the park isn't the clue but rather his name, though I can't connect it to anything. David

I can't find my treasure hunt book by map guy. We moved and I have some unpacked boxes still. I wonder what he says about Como Park in there? I know there are tons of photos on his web site. yeesh, this just keeps getting weirder.

The Lilly pond or enchanted garden is across from the Conservatory. They still have quite a variety of Lilly pads in there. I think it might also be called the frog pond. As you can see there are quite a few pine trees in that area. The intersection where Victoria meets Como, Wheelock pkwy and Maryland is kind of a crazy intersection. There are a mix of trees there but it is really busy and I don't think they would want people looking there.
The Conservatory? with all those flowers and plants in Como also had a display of Queen Victoria Lilies, at 6 feet across,...they are huge. It was a big too doo in 2012 I guess. Are they still there? N. Victoria Street is 1 block long only and points to that strip of Park south of Nagasaki (Bomb) Very near the Fishing Pier to Catch some Perch? Are there any Pines in that area? Strip? Now you have me thinking.....we always watch the fireworks at Central Park and Central Park Victoria West is a really cool playground area that has all kinds of adaptive things, workout stations, and a cool Merry Go Round. Ach......... The CW is totally messing with us. It could certainly be at Central Park down by that playground area off of the lake and Victoria.
Maybe clue 7 references Edward Phalen (Phelan) namesake of the lake who was accused of murder in 1850 and then later fled town to California to avoid charges of perjury.
Well, part of the park is the Harriet Alexander Nature Center, which is made up of marsh, forest, and prairie. There are tons of different kinds of animals back there including eagles. There is also the Wildlife Rehab Center of MN right next to the nature center where they care for injured animals. It is actually quite large if you include all the pieces of "the park" That part is called Central Park Dale East and is off of Dale St. They have all kinds of summer programs for the kids in the nature center.
