I noticed eagle street above Harriet as well. There is a plaque there that has a statue of snoopy (beagle) and Charlie Brown. However gatsby does fit WBL therefor I’m going to put 5 votes on matoska and 5 on Harriet
I think you are correct about WBL, however there are other 11 streets around. I found one downtown that connects with eagle street/parkway that points to Harriet across the river. I will put 10 down on Harriet clue 7 since there is little interest in Harriet on your park pick. There are also 11 sport fields in Como so that has me kinda wondering. The Gatsby fits WBL though.
I'm feeling like it has to be White Bear Lake and now I'm thinking West Park in particular. It is right next to another park which is basically a beach. That would make sense as to why they would say "avoid the shifting sands". There's a couple of things I can't quite fit but that's ok because usually if all the clues fit perfectly, you're in the wrong park. So I'm moving all 10 guesses to West Park in White Bear Lake.
There are groups you have to pay for? Most of the other discussion I have seen is on Facebook. The parks in White Bear Lake are kind of small parks. It seems a little odd they would point you to those this early. I kind of wonder if it could be on public land not in a park. Like if you were to count the streets down to a theoretical 0, you'd be at the intersection of 96 and 61. The one way Lake Ave also comes out there, and Bald Eagle Parkway dead ends there in a little loop with a little bit of green in the middle of the loop. So maybe something like that or along the railroad tracks there.
That idk, probably not, I'm just throwing thoughts out there to see if they may make sense to anyone else, as Allison's group here is the only non pay group I can talk in. And trying to be friendly.

Think this clue and no oncoming dread is specifically Lake Ave - the closest road to WBL. Part of Lake Ave runs as County Road 96 but a stretch from Memorial Beach/ west pro runs as a one way street starting at 11th and going past 1st. Parks passed along the way are Memorial Beach/West Park and Matoska. This is actually very informative since it would seemingly tel you to avoid the other large park on the shores of WBL : County Park. See you all out there
