The minneapolis armory has had quite a resurgence and hosts music events now.  It's not in ramsey but the architect was big in saint paul and served in ww2. Probably going down a rabit hole if I start googling all his other buildings.  

The Armory was the most expensive building in Minnesota at one time. The building was designed by St.Paul architect P.C. Bettenburg, who was also a major in the Minnesota National Guard. From the late 1930s through the 1970s, it was a venue for civic events, including concerts, political conventions and sporting events.

One thing I noticed from the article you shared, David, is that "Sousa's name also endures in Minnesota thanks to the John Philip Sousa Memorial Band, based in Edina. Formed in 1970 by a group of graduating seniors from Edina High School, it plays not only Sousa works but a variety of ragtime, novelty and "crowd-pleasing stuff," said its founder, Scott Crosbie."

That's a stretch to be at Crosby, but I have seen worse. Lol

I looked on the Wikipedia page (which does not look to have been edited in the last day) and the lyrics there are different and much closer to the clue:   Over hill, over dale,
We will hit the dusty trail,
And those Caissons go rolling along.

In and out, hear them shout!
Counter marching all about,
And those Caissons go rolling along,

For it's high high he,
In the Field Artillery,
Shout out your "No" [numbers] loud and strong,

For wher-e’er we go,
You will always know,
That those Caissons go rolling along.   So they had the US Field Artillery song in mind, clearly. There used to be an artillery gun on 36 at North St. Paul. Also - Ash St. connects Co J to Centerville Rd. The Bald Eagle just became the National Bird too so that made me think of Bald Eagle Regional Park
