Buddy could be a reference to Edward Phalen allegedly killing his partner, presumably a friend of his.  Another interesting note is that Phelan was living in NYC when he enlisted in the Army and was assigned to be stationed at Fort Snelling.

It was built on Harriet Island. 1992 MN hosted the super bowl (tackle) and the Ice palace was built on Harriet Island. 2018 MN hosted the super bowl again, Ice palace was in Rice Park, however the two teams playing were Phil Eagles and New England Patriots. Also do you remember that on the last block of ice a fish was found (ripe). Regarding hill maybe it's a reference to a physical hill or I think it's more to do with the family of James J. Hill and their business. Also, while checking out google maps, between Irvine Park and Shepard Rd there's a Mankato Subdivision. I mentioned before in other posts there's a lot of connections to downtown. 

There are a few clue words & phrases that were also used in 2004 for Phalen. "Prattle" was in 2004 Clue 1.  Perhaps a red herring for Battle Creek?  "East side, west side," began 2004 Clue 4.  "Bold" was "bolder" in  2004 Clue 10.

Not sure if these arches are lit up themselves, but there are street lights here. 
Nearby is the Hmong Tuj Lub Field, and the archery range (mark, sights). Tuj Lub is a game played with a stick and a top (which looks like a cone). This is by Frost Ave (maybe muse, rhymes referring to Robert Frost or boxing references to Isaac Frost - Fight Night movie - kinda a stretch I know). Just throwing this out there in case someone wants to check it out.

I figured that last line had to be an anagram with it's odd phrasing and spelling. "It's on a hill" would be one that certainly makes sense with the other clues. The clues to me sound like they ask you to do a lot of looking up. So does that mean it's at the top of a hill?

This was brought up in chat. “I’ll no saith” is an anagram for “It’s on a hill.”
I still think it’s around Battle Creek. Cherokee is my second possibility.

I'm still at como with this clue.  Somewhere on the small hill in the Pony Rides Zone, if you have the latest Treasure Map Guide.  That section of the park has the arched street lights which would be lit and seen by the person hiding the medallion at night.

Oh, yeah. I forgot about that area. I was there on the last clue ( I rushed over from the Winter Carnival Ice Palace downtown near Excel Center) to watch the ruckus in the pit. No way was I going to get in there.

There's a children playground at Phalen just south of the picnic pavilion. And just south of that, near a parking lot, is the Lakeside Activity Center, which has a hill behind it. Otherwise, I don't see any hills in Phalen, but that's just from the Google map view. I don't have a car to get there.

One more thing at Phalen is the 'Meditation' sculpture, just north of the amphitheater. There is a company called Muse that makes a sort of headband  that helps with meditation and sleeping. https://choosemuse.com/

I bring up the 1992 one just because I see it had lighted arches. Maybe the clue is just alluding to ice palaces in general and maybe the ice palace monument in Phalen specifically?
