I'm going to have to agree with some people from last night, I don't think "coldest star" is refering to an astronomicly accurate cold star. Seems more likely it's just a reference to something people would think is the coldest star, not the one science would tell us is.
Some people think the north star is the coldest, I'm not sure...
And to my knowledge, no, the medallion is located on public land in ramsey county, which includes a larger area than just St Paul itself... though the clues lead you to believe you should be able to see St Paul....

No, it's the right spelling. Capitol = Dome Building, Capital = Capital of the state i.e. St. Paul
