take the drugs away from the criminals and give them to the people (and there are a huge number of them) who can use them without wanting to sell them to 12-year-olds and can now control it.

That some idiot is letting their 12-year old have the wrong kind of drug (legal or not) is no reason to create a criminal drug underground for them.
