Here- I answered an ask the historian question recently on BC:
About Battle Creek
 Battle Creek Regional Park was first known as Pine Cooley in the mid 1800's for all of the tall white pines there and from a French word, coulee, meaning a ravine or run, which is located in the park just North of Pigs Eye lake. The Battle creek flows into Pig's Eye lake from the high land east of the river valley.  There were battles at Pine Couley between the Sioux and Ojibway Indians in June of 1842. The Ojibway used the ravines of Battle creek and Pine Cooley as their attack and retreat during the wars with the Sioux.  It wasnt until 1914 that a man named Dietricg Lange, city superintendent of schools, tried to entice the city of St Paul to purchase the land to preserve it for a park. But the city didn't have the funds. Then in 1922, J.M. Clancy, the superintendent of parks and playgrounds, announced that the city would purchase 60 acres of the area for approx $25,000, which would be paid from city tax money. 30 more acres was donated to the city by Mr. McMurray, who requested the park be named Battle Creek . in 1924, 5 people sold 34 acres of their land to the city to enlarge the park to 124 acres. It wasnt until 1959 that improvements were made to the park and more land was purchased. Then in the 1970's a plan was designed to keep the banks of Battle creek from constantly overflowing. Today Battle Creek Regional Park has over 850 acres.
I know that there are sandstone cliffs and a couple of small cave entrances right near the entrance off of highway 61, but I don't know about the cave you questioned. There is a great chance it was caved in or dug away when the road became highway 61. I havn't personally been over there since last Spring. I am not aware of the city of St Paul, Mayor Randy Kelly, designating those caves to be sealed up like the caves on the "west side".
This Ramsey County Parks and Rec website has some more information on Battle Creek.
They don't always tell us early on when it's in a big park. I think 2001 and 2003 were examples of that. But if they put it in the woods, and it seems like they probably did, the woods in Battle Creek, Hidden Falls, and Crosby are all big enough that it would take a long time to search them. I think Swede Hollow fits the clues, but not in a great way, and I don't think there are really that many places to hide it there without snow. I was thinking Mounds for a bit, then I realized, there's no water's edge in that park, only a cliff.

I've had time to sleep on it, and I still like the HF idea. That sound you hear is the Mississippi River and it's definately been there longer than any of us moved in.Â
Maybe the name of the park is "hidden" in the clue. This is a stretch, but if you take the third to last letter in the following phrase, "pledge neither cliff nor waters edge" and then rearrange the letters, you get the word "Hidden". It would seem like a cool way to point to the park "Hidden Falls".

While river, water (waterfall or creek), rock, sandstone, forest area all were "there when we moved in," creek is the *only* one that you can hear (creak) that could possibly be kind'a scarey, but you needn't really be afraid of.
I just noticed it says water's edge as in open water. Any open water at BC is the creek frozen over. I am thinking a park along the river. HF, Lily, Crosby, How about Sweede Hollow is the creek frozen there??

You can sometimes hear the m16 practice range from Crosby, depending on the wind. The practice range is over by the airport on the minnesota river

You can also get the word "falls" from the first line. Maybe there is a hidden anagram?

This differs from the usual "city park'' clue, because Phalen is both a city park and part of the county regional park system.
Clue one explantion from 2004. Maybe no "city park" again cause BC is a regional park??
