Dale and Virginia are both streets that run north and south. It would make me think Marydale - Loeb Lake. Virginia, however, is a few blocks east of that park.
That "stick" clue year was the 2003 Hunt in Como; clue 6: "To stick it where the sun ain't shining." PP Explanation: "Sick and where 'the sun ain't shining' reveals it's in a wooded area."
I took some of my grandkids to Crosby this fall, to show them the entrance to the cave and the huge firepit, and the road was completely blocked off by the cave. Maybe if someone lives near they could take a look. It could be stuck to a Holiday Inn cd or dvd too.
Maybe the clue isn't Crosby. Maybe it is A Stair (Astaire). They did mention red herrings and bluffing. While everyone runs to Crosby, we should be looking for a park with a prominent stairway (Hidden Falls?)
I've been looking in Crosby since Clue 1. No construction, but a few dangerous icy patches on the left side of the lake, along with a tiny trail on the side of the hill that's pretty icy in some places as well. But the clues seem to fit, so perhaps it's on the right side someplace. Lots and lots of places to hide a medallion, that's for sure. Although, if they are giving it in the least as a Red Herring then I'm sure that thought of it being inaccessible or dangerous in some parts goes out the window. My search radius included the area by the pavilion, the beach area, and the area to the right of the trail for about the first 4 or 5 blocks. I'd try searching further down the trail if anyone is going to be going there.
The use of council sort of bugs me. Anyone else? It seems like it would be that hunts with or in a council, but the way it is used in the clue is like a verb which would be counsel not council....
Ares mind if I remove your picture up top? It acts as an extra post when scrolling through the pages. Although I prolly won't be here much anyway as usual.
OK, how's this for a little different take on "Happy Holidays" pair:
What if it's a reference to Christmas and Hanukah--the two prominent holidays in the typical holiday season. Could be a reference to Highland with it's strong Jewish population and the mix of Christian Institutions in the area (Gloria Dei church, Cretin-Derham Hall).
Feels like a stretch--but Como, Crosby feels so obvious so early.

I do like the BC idea Mikey.
Mikey ... don't have clue about Crosby... was going to swing by the other day and ran out of time I might do a drive by tomorrow.
BTW, just found this excerpt from a article on Crosby:
The park consists of a large area of floodplain and valley side slopes, the “bluffs,” along the
Mississippi River near its confluence with the Minnesota River.
Happy Holiday
 Happy holiday, happy holiday
While the merry bells keep ringing
May your ev'ry wish come true
Happy holiday, happy holiday
 May the calendar keep bringing
 Happy holidays to you
Come To Holiday Inn
If you're burdened down with trouble
If your nerves are wearing thin
Park your load down the road
 And come to Holiday Inn
If the traffic noise affects you
 Like a squeaky violin
Kick your cares down the stairs
 And come to Holiday Inn
If you can't find someone who
 Would set your heart a-whirl
Take your car and motor to
The home of boy meets girl
If you're laid-up with a breakdown
 Throw away your vitamin
Don't get worse, grab your nurse
 And come to Holiday Inn
If you're going out tomorrow, dress warm and be careful.
Goodnight and SCDs!
Is their a "happy holiday pair" from past hunt finders?
Holiday inn
Frank street
Crosby park (this has to be a ruse)

Clues. Need more clues... I don't think I have enough information to get out and brave the cold tonight.
