I have at least until the next clue found a park that seems to fit everything depending on how one interprets the clues. And I think one doesn't have to stretch anything and just take the clues at their more obvious meaning.

Where is everyone looking, At first i was thinking of Hidden Falls, and the circular thinking you can spell out CITY by drawing a cirlce and Hidden Falls links St Paul And Minneapolis together and in one of the clues its says its out of sight aka hidden

Many people from my job headed out to the Capitol Mall. I'm not sure why, something about the statues and Jesse the body is strong and real.
