What if the first two lines of clue 5 talks about things that melt - like the Harriet Island ice palace did. The palace being the frill and nature gobbled it up.

Maybe it's an old structure that has gone to ruin, and nature (trees, grasses) are reclaiming it? But I would think most structures built were deemed necessary when they were built, not a frill.
I agree and though I've noodled this clue in my getting to Cherokee after the Harriet red herring, I can't make this fit the park. The only think I can figure is nature melting something, perhaps the flood plain below - Lilydale and Harriet flood frequently, but the only connection there would be to get you to the bluff side of the park instead of the picnic/playground portion of the park.
The fence is the fence around the entrace to the Vento overlook. it should be closed for the season (there is a sign on the fence) but it's open (don't fence me in). There is also two pine trees right there and a wheel sign.
