The reason I'm leaning toward ruling out Mounds is - no parking lot, and I don't recall a rec center there??? however, park on the street or in the lot, could mean getting towed to a lot for parking in no parking zones or snow emergency route....
It seams like this clue writer gets high, and follows us around to the parks getting amused by making a new clue which throws us off---geting to a theory I just came up making this cold joke that is it at a park which no one will have the brains to look at?

Nope, it's just east of the St. Paul campus and map quest lists it as Tower Hill Park. I just can"t find any other info on it.
