I think it is hidden on the sidewalk across from the bathrooms: I know you're saying that its all dug up, but there are two clues that point right to, it: The one that said 'will you be the lucky one' means the three 7s posted right on that building. The pace clue means on the sidewalk think about it if you know CP.
