Highland has a scoreboard, sledding hills, bus routes 9 and 4 run along highway 5, also 54 runs by there too. Snelling could be a man of fame, many a tome??? there is a basebll field at the corner of edgecumbe road and snelling near an MTC bus shelter and a big open area that extends all the way down edgecumbe by the golf course, but at leas an acre of land is out in the open away from the 'action'

I don't know the parks around here. But I am looking at the clues and I am seeing keywords that would point me to a church a library or historical center a sports

facility a street or statue of someone in many books or author sliding hill near no golf course

everybody has given up on Newell though..wonder why, lots of clues fit there...but lots of people that were hunting there only went there becasue they were reading

There is a park called Baker by my house, which fits a lot of the clues, and I know of a 9 5 4 combo near there...but i can't say much more before i go check it out.

Baker IS a public park, and NO it is not in WSP, it is on the West Side of Saint Paul. Cherokee school is on the same lot as it...but it is a public park/rec center.
