Also, I think it's somewhat clear that it's 2003, clue 5 that is being refferenced. It's the only clue which Joe reprinted in its entirety in his article.
So, the question is: Given the meaning we were already given in 2003 for this clue, what else could it mean?

Of course, you can see the Capitol, barbs - Thorn street, clue #3 I haven't been able to make a lot of sense out of....but there is a sort of pavillion that's open on two sides. The most recent clue references two children's books (Harry Potter and Series of Unfortunate Events). It makes me think about that story (book shaped thing) monument/garden/bench on the south side of the lake.
