Many clues fit there; you have to cross over Dale when you drive from downtown, there used to be an old dirt trail, Calvary cemetery is right next to it, there is a hill - if you climb it you have a good view of the city. It also has a sliding hill, “yield” would be the farm produce. Water and field - you need water for the farm and on and on. It is a cool place - I took students there to work the farm last year. It is a very diverse population of people and all different kinds of food, which would be something important to MN. Anyways, just noodling but I am going out of town til Monday so wanted to share my noodles. Thanks. Jone

The State park rules really emphasize no going off the trails, let alone attacking vegetation with a hoe.
Add in the need to have a daily or annual permit, and I find it unlikely as a hiding place.

Just some current noodling - Pike Island fits some clues.
If the Bob Dylan reference was for the movie “A Complete Unknown”, that could mean a new park. I don’t think the medallion has been at Pike.
Pike was originally a sacred place (a refuge) for the Dakota people until it was bought for Fort Snelling
Military reference could refer to it being part of Fort Snelling and the history of the island being used for various military uses, including an internment camp.
Pike is part of Fort Snelling Park which isn’t in Ramsey county, but Pike Island itself is in Ramsey. The clue of “in and out” could refer to being in and out of Ramsey. You need to park in Hennepin and walk into Ramsey to get to Pike.
I’m not convinced on highland - that said all of highland used to be fort snelling’s “military reserve”. That would work for refuge here and the song I suppose.

At first glance, seems it could reference highland park. A few other clues can connect there, edgy/geometry for disc golf course, Edgerton st. but the military song doesn't seem to work.
