Oh, there is an American Legion near Central Park just off of Dale. Seems odd though to actually mention the name of a street in Clue 2.

My search says there is a VFW in Roseville, one in North St. Paul, and one in White Bear Lake.

Are there any vfw or American legion in ramsey county with a tank or artillery outside it? I can't find a list.

I am torn between thinking about Fort Snelling or the Armory up by Long or Turtle Lake.

Good thinking with the field artillery.   Perhaps it’s also an early park descriptor too? A big park ( over hill and dale) and you start at a gravel road ( dusty trail)? 

I looked on the Wikipedia page (which does not look to have been edited in the last day) and the lyrics there are different and much closer to the clue:   Over hill, over dale,

Also - Ash St. connects Co J to Centerville Rd. The Bald Eagle just became the National Bird too so that made me think of Bald Eagle Regional Park
