I think the summit clue is about the old street car that ran from phalen downtown.

Also worth noting that the highest point in Ramsey county is on the (now abandoned) Hillcrest golf course which is due East of Phalen lake. "Hill crest" could also be the summit. The only trail near there is the Furness trail (pretty hot, indeed) but it doesn't appear to lead to any parks...
Feels like a stretch, but we need to focus on noodling 5 and 6 more.

The problem I have with it, especially as it is today, is that the water in Phalen Creek goes through a lot more than just three bodies of water. There's Kohlman, Gervais, Spoon, Keller, Round, and Phalen, and you can trace it back further I believe though it's hard to tell for certain as it goes underground in spots now (though it does trail northwards on the old map in the article). On the other hand, ever since the PP referred to west as being "due north" in the last Cherokee hunt, you can't always assume absolute accuracy. So maybe they are just looking at the three bodies of water in the regional park specifically. And then I guess it could mean not to line them up, but rather to look at the line produced by the water of three bodies which might explain the grammar. Of course that line is no longer visible and I'm still not sure what getting hotter has to do with it.

BVNS would be lit up some nights when CHS Field shoots fireworks. Swing on down would be a baseball reference.
What if GRU is referencing the Gruidae family of birds? Crane's tend to nest in wetland areas which BVNS certainly offers and the Sanctuary would protect them.
I scouted Phalen on the way down, and didn't see anyone that resembled a medallion hunter, but I know that doesn't mean it isn't there. To support Phalen, what if you need to use Frost Ave on the north side of the lake...before it gets hotter and melts?

Here is my take.... not real sure. I have walked Phalen, mounds, and Crosby. My top is Phalen. How do I vote?

Summit brewing down Shepard road.... down the bluff to Hidden or Crosby ) or simply the bluff in relation to so many parks. Not really feeling the plane crash deal but who knows.
Starting and Stopping hmmm reference to hiking paths winding and hopping tells me your gonna walk and hop and wind and start and stop. Which led me to Hidden and Crosby.

2 cutters Is I believe Gillette (Phalen) and Johnson ( Taylor) seems odd to use Johnson for 2 reference which looking back is not commonly done. Either way these 2 cutters seem to make us choose .......... which one or more specifically which side of the park to choose? Hmmmm
I say a choose between Phalen and Mounds.....
herringbones (1 : a pattern made up of rows of parallel lines which in any two adjacent rows slope in opposite directions. vs sawbones (a doctor or surgeon.) which park to choose or which side of the park (doubtful)

Clue 3 Genuflect - bend on a knee to see BUT OUT OF RESPECT and if indeed they are talking about impeach (Clue 2) they are going left .......they are talking about kneeling AND WHILE picking up the Macgruffin we would see something * a flag * the capitol * or simply could be talking about the medallion however I believe something we respect is seen.
Kneel at the capitol ? Kneel at a church near Phalen?
I do not think it is “the map book” as the map book is now into several different maps. i think simply it is a Dog eared map ie a well used map.
