Oh, yeah. I forgot about that area. I was there on the last clue ( I rushed over from the Winter Carnival Ice Palace downtown near Excel Center) to watch the ruckus in the pit. No way was I going to get in there.
There are hills in Phalen. There is one by the Lakeside Activity Center and another one towards the back where the mosh pit from 2004 was. David

Earl of Sandwich was from around the 1600's in England, hence the 'Olde English' words in clue 9. Or a hero or sub sandwich wrapper could be what the medallion is wrapped in, if it is not wrapped in the fruitsicle/ice cream cone package from Sticks and Cones at Farmer's Market in Lowertown. There's a children playground at Phalen just south of the picnic pavilion. And just south of that, near a parking lot, is the Lakeside Activity Center, which has a hill behind it. Otherwise, I don't see any hills in Phalen, but that's just from the Google map view. I don't have a car to get there.
One more thing at Phalen is the 'Meditation' sculpture, just north of the amphitheater. There is a company called Muse that makes a sort of headband that helps with meditation and sleeping. https://choosemuse.com/ Oh. And don't forget about the Phalen Poetry Park (west side of Wheelock Pkwy, just south of the Rec Center parking lot) to help 'tackle the rhymes with your brain'.

I bring up the 1992 one just because I see it had lighted arches. Maybe the clue is just alluding to ice palaces in general and maybe the ice palace monument in Phalen specifically? David

Here is the new clue
Clue #9 I entered at night, and could see an arched light And fields where children playeth If you want exact location, well, that's not my vocation Where it is? I'll no saith
And the previous clues:
Clue #8
Not with cape, but maybe rake,
A hero, by another name,
With studious guys, searched for the prize And up north the puck did claim.
Clue #7 Buddy you're a big star, got a name to go far Killing it down where they park the car But you lied to their face, became a big disgrace Better pack up and get outta this place
Clue #6 Stop all your prattle, you were born for battle Defend your liberties and rights Be ever so bold to seize silver and gold By keeping the prize in your sights
Clue #5 Have you the right stuff to seek diamond in rough? Then scrounge through stick and cone If you want a big thrill look for a hill To spy a treasure to own
Clue #4 If treasure's your mark, take a waltz in the park Be ready to meet your match Strap on your glove, look up above For an object ripe for the catch
Clue #3
A bomb cyclone hit our wintry zone
On the chin, buckling our knees
Get up at your leisure to seek our fine treasure
Find fortune and live life of ease
Clue #2 Descend from your perch, set out to search East Side, west side, all around the town Glory will reign when you find the chain
To go with your cap and gown
Clue #1 The viral pandemic is now endemic
And the battle’s on for Ukraine
Take a break from the news to follow your muse And tackle these rhymes with your brain

Ben pointed out that the 1973 finders were college students who came up north from Mankato. One of them was named Zielinski which would be a variation of Zelensky which could be the capeless hero and ties back to Clue 1. Everything else could fit multiple parks, but between this and the clue yesterday likely about Phelen, it's hard to ignore and go dig elsewhere.

I saw someone post some where that they thought Bomb Cyclone (BC) was referring to Battle Creek. If you use that mentality, Central Park is between Co Rd B2 and Co Rd C. Just a thought.
I am so sorry that happened to you. I had a wallet stolen out of a stroller there last year and I wasn't far away from it. I hope you get everything squared away. It is so much work to sort all of this out. :(
