I also agree with lilslim that the way the clue is worded, it sounds like it's referring to water that is in the park all year round. Rearranging the words it reads "The water at this park we have chosen is quite frozen." So I'm disinclined to think it's referring to ice rinks. On the other hand, over the last two years there's been a pattern whereby one not ought to put faith in the grammar of the clue. Still, I do think it refers to existing water. And I don't think it means a fountain or anything like that, because the water to those things is turned off in the winter and there wouldn't be any ice. Thus I believe it's telling us it's a park that has water, which really is not such an unusual thing to put in Clue #2. Could be a lake, river, pond, stream, or anything like that.
I think it's a safe bet to think it's telling us the park has paths. Most of them do, so not a huge revelation. My gut reaction on "while time away" is that it's hinting there are a lot of historical markers along the paths.
I think it's also interesting it mentions the lack of snow. I think that safely tells us it's hidden somewhere that isn't dependent on snow cover, which in the end, could be the biggest piece of information of them all in this clue.
So if we need a park with or near water that has a lot of hiding places that don't need snow, and has paths that lead through a lot of historical items, I think you're looking at Indian Mounds, Como, or Swede Hallow. So that would be my guess pending another clue.
Not really a lot further ahead in my thinking than I was last night. I'm hoping to try to conserve my energy for this weekend, but I know I'll find myself driving around the city scoping, just to see if I see something that "clicks".
