I said I DON'T know exactly where, but pretty close. Its on the western half of Valley Rec Center, probably away from the playground, but also probably not too far from the entrance.
AW...the clues do seem to fit with Valley...BUT....I am not sold on the idea that they would put the medallion in an area that is used for a playground during school recess....too dangerous for the students.

First off, there's the east west thing. The clue says East AND West. If you look at the addresses in St. Paul, and find where the east addresses divide from the west addresses, that line goes right through Valley, thus it is both east and west.
Secondly, there are the tables. Away from the playground side, down a slope, there are some round tables. Not only are the tables circular, but the seats around them are too, and the tables are arranged in a circle. Certainly that's some circular thinking. And what's more, if you believe the following clue that implies the treasure, which makes you smile, is on the west side by the playground, then the treasure would indeed be out of view from those tables because they are downhill from there.
I was wondering about Franklin Steel. Either way I think Franklin is the name they are going for in today's clue. The school there is Franklin Magnet school. Magnets are made of steel, but Franklin isn't. But Benjamin Franklin certainly was a man of mettle.

bank- You can see the First National Bank sign
test- There is a school there and its on University
duel- there is plenty of fencing around
depression- Valley
The only thing that doesn't fit isn't even a clue. Its just that it seems like a bizarre place to put it considering that kids use it for recess.
Allison, was at valley today, and everything that you mentioned here is true. I thought the same thing with the tables being out of view. I also noticed that there is a church with two steeples on it looking between the capitol and the 1st bank sign, and if June is weddings, that's where it'd be held. It does look good for all clues, however The kids I could see them looking around, but what about parking and traffic?? You can't turn left out of the lot, only right and the hill is already full to due to Regions people parking there.

Well, I was at Valley today and did some poking around. I was there around 1:45pm. Anyway, I saw one man there with a brownish coat..was that you, magbru? You were by the picnic tables?
Anyway, if you do NOT turn right into the Valley parking lot, you can go straight and take the next right onto Mount Airy Street and go straight. One of the apt complexes, you can go right into a parking lot and park and look down. That's where I saw the only park benches. They were square..not round. There is a street, I think it's L'Orient that runs parrallel to the park.
Actually, its only buses that are forbidden from turning left. But is the clue writer really concerned about our convenience? Maybe he didn't count on someone figuring it out and telling everyone instead of keeping it to themselves. Obviously their goal is simply to make it last as long as possible. Bad parking would actually help that goal. And its not like Conway or Newell had great parking.

If you don't believe, you can keep thinking where else it moight be. I'm just saying all the clues fit here, and in my opinion they fit pretty well. In the meantime, I have an errand to run.
