my thoughts are...i think it is on a parcel of land near a border of Ramsey County and a city. There u will find a sign...with a pic of the capital( clear view of our capital dome, as well as 'star city' still no reference to a park ..still thinking just thought id share my thoughts :)
BTW on my way out, tomorrow I intend to be down at Kellogg park around 6ish, I'll be wearing one of those crazy ear flap hats, if you happen to be there around then, say hi!
think i'm going with the whole cipher bit, something is hidden in the letters, it's just a matter of figuring out a way that makes sense because you can take random letters and make park names, but i don't think it's random

there is a legion about four blocks east of cherokee, plus that Capitol grill restaurant is across the street...
