Interesting. My dad was born and raised in Green Bay. I remember going there once for vacation and a couple times for funerals, so I really don't know much about the area.
All his brothers and sisters are long gone now. But their kids and offspring, I'm sure are still around the area.
Chicago ave. is west of the Metrodome though, so that's no good. I think the 2nd city refers to St. Paul because it's the 2nd largest city in the State. Unless there's a business or something near the park with Chicago in the name, that could work too.
I like how they only print the current days clue and the previous clue. You need to follow the entire hunt if you want more than two clues to look at. I don't see where they print clue #1 anywhere today.
Humm, east of Old Chicago, and sort of behind the Theater, there is a park, runs along the river, sort of by the stone arch bridge, think some of that park is relatively new or expanded, not sure.

how can we go south of St Paul yet stay in Hennepin County?
I could only find part of Fort Snelling and the access down Snelling Lake Road. I think you need a permit to go down there. I was trying to go SOUTH of a 2nd city (St Paul) but out of St Paul and stay in the 2 counties of the hunt. South of St Paul is Dakota County except in that corner where it may be Hennepin and not Dakota or Scott.

If it's in Powderhorn than its closer to 15th because the Dome is off 11th and 15th is 'further' east and south of the Dome.
