First you want to sign up for Pay Pal if you haven't already. Then you can bid just the dollar over to see the process. Then you sit back and wait for the last minute to make your move. At the last minute you bid the absolute maximum you're willing to pay. You don't have to pay that much, it will just keep bumping the bid until it's a dollar over the present winning bid up to your maximum.
They have "Buy It Now" items once in a while that you can pay the price the seller has listed, but most are auctions.
Well yes, there is strategy. As long as you're registered with Pay Pal it only takes a couple of minutes. But it might help to go somewhere and bid on something really popular and low ball it just to see how the process works. That way you won't be exposing yourself to the other bidders on the item you want until the last minute.
