TMK post 3948 Perhaps they had it at Como because of the 50th anniversary? In line with celebrating the history, have it at a historical and well-known park?
I think another reason they used Como last year was to get more people familiar with the "Target Winter Carnival Park" , the other attractions and events they hold there.
If we find out the clue writers Astrological sign, we can figure out if they're linear or non-linear thinkers etc.., I bet we can figure out which parks they're more likely to pick! :)
