OK...I am sticking with the idea that it IS on a hill. I read the thing like 100 times, I think the word "one" refers to a specific hill...Don't know where or which one.

I keep wondering about the HI exclusion. My guess is that the clues that follow will reference the river and the clue writer wanted to get it out in the open that HI will NOT be the place....therefore, based on this hunch, the treasure will be at a park that is near the river.

I would again like to state that the first clue is extremely poorly written. especially the second and third lines

These lines make some grammatical sense when read alone, but when read together they don't flow very well.
I also noticed that if you take the last word from each of the four lines it reads Here Spark Fear Park.

So here goes another brow knitting idea.
What if it's hidden at Mounds and the clue is telling us to stay off the "hills" unless we want to waste time?
Couldn't the knit your brow refer to maybe what it's hidden in, possibly a wool hat, knitted and covers your brows
