My guess is that she was trying to be cute and doesn't really know that much about the hunt and assumes it's always in St. Paul. Lots of people who don't hunt think that. But she did know enough about it that she knows the first clue pretty much just says its in a park.

watch the news at 5, 6 and 10 to see if they play her saying it- otherwise only the people who were at the event and were paying attention actually got the supposed 'pre-clue'
