That said, the Wikipedia definition for Vale is quite specific:
In geography, a vale is a wide river valley, usually with a particularly wide flood plain or flat valley bottom. Vales commonly occur between the escarpment slopes of pairs of chalk downs, where the chalk dome has been eroded, exposing less resistant underlying rock, usually clay.
This makes me think that BC might not quite fit the bill, unless the part by 61 used to be flatter and more open. I'm inclined toward SH, Harriet, HF, or Crosby.
The impressive arbor could be large or plentiful boats made of wood, which would make an argument for Harriet (Not sure if that's been mentioned here).
To me, this clue screams Swede. What other park makes me think of gloominess and once you walk into the park you find it opens up into a lovely area. But, tomorrow night I might be on to something else.
quick thought - there was talk last night about "bower", and some card game that uses left/right bower, and now tonight with the "knave" possibly meaning - jack....
maybe we're dealing with some card deck stuff again...
I know the police usually let us look if we do it peacfully, as they did in the past. But yet when everyone is in everypark right now I think they just wanted to pass that long.

I keep wondering if it might be in Upper Landing park (Up front)There is that whole trail that runs along the river and Shepard Rd. Jackson St. runs into it. Views of xcel, science museum, marina/harbor, nature sanctuary.
I know they havent placed it on a parkway in quite some time but that would throw everyone off.
I can think of a dank vale in Crosby, wherein lies a creature with three heads that surely makes the settings seem gloomy...and ironically, this location is linked to King Boreas...hmmm...
