LADY LOOT:My problem with Highland and most city parks is they don't really have what i would call 'woods',which is in the third clue.The original Battle Creek Park does however.
But that doesn't rule out Highland,Phalen or any park with a golf course,if the 'woods'are golf clubs rather than elements of a forest.If the prize is somewhere down the Highland hill,but away from the golf course-your points are well taken.
Right now to me the "Time and Tide" part is the the connection with High. High Time and High Tide. Highest point in St Paul.....Highlands old water tower.

B-1, I'm a U.P. resident. Only been here 5 months, but I love it. But I do miss being in St. Paul during Winter Carnival time.

In the past when the PP says something very direct about a clue, they meant what they said! SO I really think it is in a park that is "pure " St.Paul
The original Battle Creek park is an official city park-contrasted with a regional park.
And it still seems like the only park with any real woods-though some have been cut back in recent years.
