You can't see the Captiol from the bridge, but there is a spot on Cedar where you can see the Capitol as well as both interpretations of "the medallion's home", it's hiding spot and the PP building.
It could be a clever way of avoiding saying it's not in a park. "Parked among us" could just mean it's sitting among us, us presumably being the people of St. Paul.
At this point I don't think it's really on the bridge anymore. After having been on the bridge, it's a bit scary to walk around on there and I can't see them hiding it there. It's kind of a cool place to visit though if you're not afraid of heights or water.
