Green, I live near Hidden Falls. They only have those green/orange-ish signs at the entrances to the city, usually on the main thoroughfares. There is one for sure on the Ford Bridge. There is also likely one on Highway 5/7th St. The only one on the river road that I can think of is up north, where St. Paul and Minneapolis meet, near St. Thomas.
Then it has to be like Indian Mounds and BC. I know there's one to the east o'the St. Paul part o'BC... And I'm betting - don't know for a fact - that you can see the real dome from the ski hill at BC...
Why do we think the boundaries are an issue? It was found there in '95 after the whole Mplwd debacle of '82, and the PP says BC is St Paul, so wouldn't we take their word for it???
