It doesn't say that this place is in the Twin Cities. It could be referring to the Cotton Club in NYC or The Green Mill in Chicago or ??? Just keep an open mind! I don't see this clue fitting SH or the two parks I've kept in my radar. Huh! Are we back at Square 1?
I'm picturing the German moll lived near the park - or hung out in an establishment near the park. Seems most of the gansters came from Michigan. I haven't found where they lived in St. Paul yet. Wish I had that book...

I know we noodled that: but it seamed like every night a clue came out, we got SH out of it somehow, more as in it giving us a name with the words to a park name.
That detention could be a school - not necessarily a jail or workhouse.
And one thing I was noodling earlier today was that often things are brought up in clues that are near the site, but not necessarily adjacent to or visible from the medallion's hiding spot.
Two clues from Como for sure...the French Immersion school and the Gabe's by the Park (Bandana).
I don't know if its still a french school but last I heard the school on VanSlyke is still open. Its actually St Andrew's Church's building, and they just rent it to the Public Schools.
